This PR sets up the scaffolding for the insights hub app -- there's nothing visual but all the core nextjs structure, integrations with the component library and react-aria, etc are set up in this PR.
A lot of this is putting app scaffolding stuff that will be common across apps moving forward into new packages. Eventually I'll go back and apply these to existing apps (staking & api-reference).
